the administrative value of the Aggregation Port's protocol
Partner's System ID. The assigned value is used, along with
the value of aAggPortPartnerAdminSystemPriority,
aAggPortPartnerAdminKey, aAggPortPartnerAdminPort,
and aAggPortPartnerAdminPortPriority, in order to
achieve manually configured aggregation.
