Reports a cli security alert.  Events such as the following generate
this notification when it is enabled:
    - Logins/logouts from telnet or console access
    - Logins/logout from SSH
    - Access from unknown IP addreses
    - Access list accept or failures
    - Successful and unsuccessful authentications
