scalar Enumeration 
This option is used to ignore the conflicts between ppp client's  
requested IP address and radius/local pool returned address in server 
during IPNCP  negotiation. Enabling this will ensure the IPNCP  
negotiation to succeed even though the client does not include 
IP address option in the  IPNCP configure request.
