The value is currentUtcOffset for the current grandmaster 
(see Table 14.2.9). It is equal to the value of the global
 variable currentUtcOffset (see 10.3.8.9). The value is in 
units of seconds. The default value is set to 
ieee8021AsDefaultDSCurrentUTCOffset.
