ieee8021AsPortStatTxSyncCount

A counter that increments every time synchronization
information is transmitted, denoted by a transition to
TRUE from FALSE of the rcvdMDSync variable of the
MDSyncSendSM state machine (see 11.2.14.1.1 and
Figure 11-7), when in the INITIALIZING or
SEND_FOLLOW_UP states; or the
INITIATE_REQUEST_WAIT_CONFIRM state is entered
in Figure 12-3.
