ieee8021AsPortStatRxSyncCount

A counter that increments every time synchronization 
information is received, denoted by a transition to 
TRUE from FALSE of the rcvdSync variable of the 
MDSyncReceiveSM state machine (see 11.2.13.1.2 and 
Figure 11-6), when in the DISCARD or WAITING_FOR_SYNC 
states; or rcvdIndication transitions to TRUE (see
Figure 12-3).
