A counter that increments every time a 
Pdelay_Resp_Follow_Up message is received, denoted by a 
transition to TRUE from FALSE of the 
rcvdPdelayRespFollowUp variable of the MDPdelayReq 
state machine (see 11.2.15.1.4 and Figure 11-8) when in 
the WAITING_FOR_PDELAY_RESP_FOLLOW_UP state.
