The value is the logarithm to the base 2 of the
sync interval used when,
(a) the port is initialized, or
(b) a message interval request TLV is received with the
timeSyncInterval field set to 126 (see 10.6.2.3,
11.5.2.3, 12.6.2, 13.9.2, and the
LinkDelaySyncIntervalSetting state machine, 11.2.17).
The initialization value is -3 (see 10.6.2.3).
The contents of this variable SHALL be maintained
across a restart of the system.
