The value is the logarithm to the base 2 of the of the
announce  interval used when 
(a) the port is initialized, or
(b) a message interval request TLV is received with 
   announceInterval field set to 126 (see 10.6.2.2 and 
   and the AnnounceIntervalSetting state machine 
   10.3.14)
The default value is 0.
              
The contents of this variable SHALL be maintained  
across a restart of the system.
