For full-duplex, IEEE 802.3 media and CSN media that use
the peer delay mechanism to measure path delay (see
E.4.3.1), the value is the logarithm to the base 2 of the
current Pdelay_Req message transmission interval,
see 11.5.2.2.
For all other media, the value is 127.
The contents of this variable SHALL be maintained
across a restart of the system.
