recent grandmaster change occurred in a gPTP domain. 
This timestamp is updated when the 
PortAnnounceInformation state machine enters the 
SUPERIOR_MASTER_PORT state or the 
INFERIOR_MASTER_OR_OTHER_PORT state (see 10.3.11 and 
Figure 10-13).
