The value (see 10.2.3.16) is the phase change that
occurred on the most recent change in either
grandmaster or gmTimeBaseIndicator (see 9.2.2.2).
This object MUST be read at the same time as
ieee8021AsCurrentDSLastGmPhaseChangeHs, and
ieee8021AsCurrentDSLastGmPhaseChangeLs, which
represents most and least significant 32 bits of
values, respectively, in order for the read operation
to succeed.
