Possible values:
1: Not applicable for this controller.
2: User mode: User interaction required for all boot messages (not 
applicable for uEFI environments).
3: Continue Boot On Error. User interaction only required for 
critical messages.
4: Headless Mode Continue On Error. User interaction is not required.
Controller boot may halt on Error.
5: Headless Safe Mode. Controller shall boot to safe mode on critical
errors.
