the enumerated types for ibmBbcmProtocolType and
ibmBbcmStatProtocolType are equivalent.
              
Note: 1 is reserved so ibmBbcmStatProtocolType of 1 can be all.
      This allows enumeration values to match between ibmBbcmProtocolType
      and ibmBbcmStatProtocolType.
