Options:
1. enable(1)        - Enable the downstream FEC switch
2. disable(2)       - Disable the downstream FEC switch
3. invalid(-1)      - Indicates that the query fails or no information is detected
For GPON, the default value is disable(2).
For XG-PON, the default value is enable(1).
