This parameter indicates the voip signal protocol that the ONT supports.
This BITS structure can report the following status:
1.  sip(0)          - This bit position positively reports that the ONT supports SIP Protocol
2.  h248(1)         - This bit position positively reports that the ONT supports H.248 Protocol
3.  mgcp(2)         - This bit position positively reports that the ONT supports MGCP Protocol
