Indicates the downstream rate threshold that ONT needs to exit power reduction state. during exit-interval time,if its downstream rate is continuously higher then this
threshold,then the ONT will exit power reduction state if it is bound to power reduction profile and meets other conditions. 
The valid value range is 1--100pps
The default value is 3pps
