This object indicates the maximum guaranteed bandwidth, The value must be greater than or equal to 128 but cannot be larger than the maximum physical bandwidth  of a PON port.
Unit: kbps
If the value of hwGponPortControlMaxGuaranteedBandwidth is set to 0xFFFFFFFF, the configured max guaranteed-bandwidth value will be canceled.
