This object is used to configure the surplus bandwidth assignment swith.
Options:
1. enable(1)            - Indicates that the surplus bandwidth assignment is enable
2. disable(2)           - Indicates that the  surplus bandwidth assignment is disable
3. invalid(-1)          - Indicates that the query fails or no information is detected
Default:disable(2).
