The end time of the DST cannot be the same as hwDstStartTime.
For example, the format of date is # 0x9 0x1e 0x16 0x3b 0x3b, 
indicating September 30, 22:59:59; the format of week is 
# 0x9 0x5 0x4 0x16 0x3b 0x3b, indicating 22:59:59 on Thursday, 
the last week in September; the format of week is 
# 0x9 0x3 0x4 0x16 0x3b 0x3b, indicating 22:59:59 on Thursday, 
the third week in September.
