The saving of the operation request ID. The request ID is 
used for identifying each saving operation. 
It must be unique, and cannot be issued separately.
The operation request ID is used for loading the 
reliability table and querying whether each saving operation is successful.   
The hwSaveRequestID value of -1 indicates there is no saving operation.
