notification 
A hwPimNeighborAdd notification signifies the new neighbor.  
This notification should be generated when receiving the hello 
report of a new neighbor.
          
This notification is generated whenever the counter
hwPimNeighborAddCount is incremented, subject
to the rate limit specified by
hwPimNeighborAddNotificationPeriod.
