error num:
Loading of the OLT fails(1): Loading the ont-packetfile from the DC to the OLT failed.
Loading of the ONT fails(2): Loading the ont-packetfile from the OLT to the ONT failed.
ONT version does not match(3): After the ONT reset, the ONT version does not match the target ONT version.
If the ONT loading is successful, the loading progress is displayed as 100%.
If the ONT loading fails, the related error code is returned to indicate the reason.
