Backup parameter table, used to back up various files of the host through the NMS.
This table is used to back up important system data. Therefore, configure a high
access permission for this table.
The indexes of this table are hwFrameIndex and hwSlotIndex of the board.
For example, to back up the files of the board in slot 3 of frame 0, the index is 0.3.
