Controls whether port are enabled on the OLT. 
	     Options:
		 1. enableAll(1)      -The newly inserted laser allows usage of  GPON.
		 2. disableNew(2)     -The newly inserted optical module's port is not available. This setting does not affect the online pon port.
		 default: disableNew(2)
