Re-transmit the multicast CDR log.
if the value of the ACCESS clause is 'write-only', 
then the value of the MAX-ACCESS clause MUST be 'read-write',

Options:
1. fail(1) -indicates not to re-transmit the multicast CDR log 
2. all(2)  -indicates re-transmit the multicast CDR log
