Globally enable or disable the detect-engine for nqa-rtp. If the hwDetectEngineNQAEnable 
is 1, detect-engine for nqa-rtp is enabled. If the hwDetectEngineNQAEnable is 2, detect-engine for nqa-rtp is disabled. 
By default, detect-engine for nqa-rtp is disabled.
