If 'hpnicfIfQoSWredGroupType' is 'queue', the object is ineffective.
So, it must use the object, which is 'hpnicfIfQoSWredGroupExponent' of
hpnicfIfQoSWredGroupContentTable, to indicate the exponent of
each queue of the queue WRED group.
