From bit0 to bit15 (two bytes), it has a minimum value of 1, and
maximum value of the same as the value of hpnicfFlhSupportNum.
From bit16 to bit31 (two bytes), it is the physical index the same as the
entPhysicalIndex specified in ENTITY-MIB.
