scalar mandatory Integer32
The number of times the file system has received
requests to open a file for writing.  Opening a file for
both reading and writing will cause this value to
change.  The POS should state if a power cycle causes
the counter is be reset to zero.
Additional information:
Reset to the factory default value after
a power cycle.  
Returns <noSuchName>
status if attempting to access this object and there
is no storage device is installed.  This value is 
	   increamented when a file is opened.
