the new root of spanning Tree for the specified VLAN;
the notification is sent by a bridge soon after 
its election as the new root, e.g., upon expiration
of the Topology Change Timer, immediately 
subsequent to its election.

                   is elected.
hpicfRpvstNewRootBridgeId - 
                   Bridge ID of the new root elected.
hpicfRpvstPreviousRootBridgeId -
                   Bridge ID of the previous root.
hpicfRpvstRootBridgeChangeTimeStamp - 
                   Time when the root bridge changed.
