stops receiving BPDUs from its designated port for a
given VLAN instance but keeps the port in blocked state.
          
hpicfRpvstVlanIndex -
      Vlan Instance in which no BPDU received.
hpicfRpvstPortNumber -
      Port ID where loop-inconsistency occurred.
hpicfRpvstPortVlanDesigBridge  -
      Designated Bridge this port was expecting to
receive the BPDU.
