The Router Advertisement messages are sent out with the
Preferred LifeTime field set to this value.
To specify in a realTime way,set this object to a future 
time in number of seconds since January 1, 1990, 
Coordinated Universal Time and also set
hpicfIpv6RtrAdvPrefixTimeType to realTime.
The default value is 7 days(604800 seconds) fixed time
