The size of the TFTP Client block size in bytes.
This value can be set only when
hpicfDownloadTftpClientConfig is enabled.
When hpicfDownloadTftpClientConfig is disabled,
this value is reset to its default value.
The actual range of the supported block size depends 
on the implementation.
