The index of this entry in the download log 
table.  Index 1 will always contain the oldest
entry.  If the table is full when a download
attempt is made, the new entry becomes the last
entry (hpicfDownloadLogMaxSize), and all earlier
entries are shifted down by one entry, removing
the old index 1.
