This object enables or disables a specific debug
option. The object 'hpicfDebugLogDescr' can
be queried to see which instance corresponds
to which debug option.
              
Note that disabling an instance of this object also
disables the corresponding instance of the object
'hpicfDebugLogPersistent'.
