scalar r/w Unsigned32 
The value indicates the maximum size of the EAP-TLS
fragment size which is send towards the RADIUS server.
When configured with value 0 the fragmentation is done
only when the EAP-TLS data cannot be fit in RADIUS packet.
A fragment size of 1011 is used then.
