  If the allocation method is ds1CrossConn then this object
is also not required since the whole port specified by 
msdslFracPortIndex will be assigned to the port specified by
msdslFracPortIfIndex.
  If the allocation method is ds0CrossConn, then this object 
specifies the Time Slot associated with the interface
identified by msdslFracPortIfIndex for this entry.
