Enumeration
This sets the user queue operation mode. (a) In expedite mode, any Queue can be assigned 100% of CIR. Queue 4 is serviced first and queue 1 is servcied last.(b) In non expedite mode, the sum of all CIRs must be equal to 100%. In this mode higher priority queues will be serviced first until that queue is emptied or the defined CIR is reached.
