Enables/disables the read/write capability of the IEC61850 MMS. 
If disabled(2), the IEC61850 MMS over TLS Server is accessible read-only,  
if enabled(1) the device configuration can be changed using 
the IEC61850 MMS over TLS protocol.  
The default value is disabled.
