counted using the rules for counting the

If the value of alMatrixTopNControlRateBase is
alMatrixTopNTerminalsPkts, alMatrixTopNAllPkts,
alMatrixTopNTerminalsHighCapacityPkts, or
alMatrixTopNAllHighCapacityPkts, this variable will be used
to sort this report.
