Indicates the cause of 'failure' state
of the object 'h3cIssuOpStatus'.
This object would be a null string if the value of
'h3cIssuOpStatus' is not 'failure'.
The value will be updated when new h3cIssuOp is set
and delivered to the upgrade process.
