operation.  The true(1) value indicates that in one global file
operation files will be copied to or deleted from this partition.
When h3cFlhPartPathForGlobalOpt in one entry is set to true(1),
h3cFlhPartPathForGlobalOpt in other entries with the same entity
index will be set to false(0).
