The total number of GTP tunnels that have been created on the GGSN.
Each primary PDP context is counted twice for
signaling tunnel and payload tunnel,
and each secondary PDP context is counted once for
payload tunnel only,
as they share signaling tunnels with their primary PDP contexts.
