AINS Default Signal Timer. The length of time in minutes for which an
entity must be free of service affecting conditions in order to automatically
transition from an OOS-AU,AINS state to an inservice state. The value is set via
the system configuration file. If the value is set to 0, an entity in the OOS-AU, AINS
state will immediately transition to an in-service state.
