The layer number of MPLS labels.Range is <1-4>.
Set 1 means match MPLS packets with more than
(or equal to) one layer MPLS label.
Set 2 means match MPLS packets with more than
(or equal to) two layer MPLS label.
Set 3 means match MPLS packets with more than
(or equal to) three layer MPLS label.
Set 4 means match MPLS packets with more than
(or equal to) four layer MPLS label.
