In general, if lower layer(e.g., SDH or optical) protection mechanisms are being utilized in conjunction with MPLS layer protection mechanisms, then the lower layers should have a chance to restore working traffic before the MPLS layer initiates protection actions(e.g., using a hold-off timer). The objective here is to avoid duplicated protection switching in different layer networks. The default value is 0ms; the maximum value is 10s.
