A number uniquely identifying each RADIUS server. If the
fsAAARadiusGroupServerIndex value for row creation is already
in use by an existing entry, snmp set to the 
fsAAARadiusGroupServerIndex value will fail.
Upon reload, casIndex values may be changed.
