column SNMPv2-SMIInteger32 
frAvcId is the identifier of an avc. To 
configure an avc, this parameter must be 
used as the index. This is assigned internally 
by the system. Whenever a row creation 
needs to occur in the avcTable, the 
frAvcId is entered as 65535.
