This contains ACL Number, ACL Name, ACL Filter Id, last five minutes and 
cumulative accounting data since the ACL was installed. 
Each field is separated by a pipe character 
i.e. 5MIN|CUMULATIVE|ACL Number|ACL Filter Id|ACL Name
Depending on the value of brcdPbrAclAccntCounterType the corresponding
counter will have the value while the other is zero.
